Ultimately, a player is finished with a culture when they decide that they are. How many diamonds a player is willing to invest in any of this is just as important as how much time and interest, and will no doubt determine how long it takes any given player to even complete a single settlement.

So there's always going to be players not "finished" with one culture when the next one becomes available. A new player (or an established player's new city) can not access the cultural feature until they unlock it in the Iron Age tech tree, and it's impossible to say how long any player is going to take to get there. There will be players still working on their Egyptian settlements when the next culture becomes available, and so on, because there are new players to Forge of Empires every day. So, really, there will be players that are still working on their Viking settlements when the Egyptian culture becomes available. If they don't care about having the Greater Runestone, it doesn't matter how long they take to finish each run. But even if a player takes 3 months to finish their first Viking settlement, they will still get a level 1 Yggdrasil at the end of it.

And it's not like the settlement you're working on disappears if you don't complete it in the 20 days. There very well may be players that have a fully maxed Yggdrasil and Greater Runestone in their city by the time the Egyptian culture is available. I'm curious why you say "we" though, because we're really not in this together. If you want to know what I believe, just ask me. Please don't infer that you know what I believe, that just gives rise to disagreements, misunderstandings, and far too often in the real world, wars. All that question shows is that I wanted you to clarify your point of view.
